If you were planning to order a Model 3 Premium in Ontario, you can't right now. On October 12, 2026, Tesla stopped taking Canadian orders for both China-built Model 3 Premium trims (RWD and AWD), saying high demand had used up its import quota (The Canadian Press). Federal figures say the quota as a whole is far from full. For GTA shoppers, the practical choices are the Model 3 Performance, the Model Y, or waiting.
Why did Tesla stop taking Model 3 orders in Canada?
According to The Canadian Press, a banner on Tesla's Canadian Model 3 page said orders for the Premium version were paused because "high demand exhausted Tesla's import quota" (Canadian Press FactFile, Oct 16, 2026). The Model 3 Premium sold here is built in Shanghai, so every car needs a federal import permit under the China EV quota.
Federal figures show 33,069 spots in the China EV quota were still open on October 9.
How does Canada's China EV import quota work?
Global Affairs Canada's Notice to Importers No. 1168 (August 29, 2026) sets the rules:
- The quota year runs March 1 to February 28 or 29.
- Cars imported under the quota pay the 6.1% most-favoured-nation tariff.
- The second period (September 1, 2026 to February 28, 2027) gets 24,500 vehicles plus whatever went unused in the first period.
- Permits are issued first-come, first-served, but GAC "will monitor" applications and may set aside part of the quota for automakers, including new entrants.
Is the quota actually used up?
Not overall. The federal Export and Import Controls report (updated October 9, 2026) shows 15,931 vehicles counted against the 49,000 for the year, leaving 33,069. In the first period (March to August) 15,603 came in. In September, the first month of the second period, 328 did.
Those numbers don't tell us Tesla's own allocation. Global Affairs Canada told The Canadian Press it doesn't disclose company names or shipment details (Canadian Press). Tesla Canada's Iain Myrans argued on LinkedIn that GAC tells automakers in advance how many cars they can bring in, so the system is less first-come, first-served than it looks (as reported by Drive Tesla). Both readings fit the notice, because section 3.4.6 lets GAC set quota aside.
When will Model 3 orders resume in Canada?
Tesla hasn't posted a restart date on tesla.com/en_ca/model3, and I couldn't confirm one from Tesla directly, so I'm not going to guess. The quota resets on March 1, 2027, when a new quota year starts. I'll update this story when Tesla confirms a date.
