EV Rebate Drops to $4,000 on Jan 1, 2027: What Tesla Buyers in Canada Need to Do Before Dec 31

By ·

The federal EV rebate gets smaller at midnight on January 1, 2027. If you're buying a Tesla in Canada, the date that decides your amount isn't the one most people think. Here's what changes, which Teslas qualify, and what to do before December 31.

1. The change: $5,000 becomes $4,000

Under the federal Electric Vehicle Affordability Program (EVAP), a battery-electric vehicle gets up to $5,000 in 2026. That drops to up to $4,000 in 2027 and up to $3,000 in 2028. Transport Canada says the amounts drop on January 1, 2027 at midnight.

Year the dealer submitsBattery-electric (up to)
2026$5,000
2027$4,000
2028$3,000

2. The date that counts: pre-approval, not delivery

Your rebate level is set by the year the dealership submits the eligibility assessment through the EVAP portal, also called the pre-approval. It isn't set by the date you buy, lease or take delivery. Once your eligibility is validated, it's valid for 90 days.

Transport Canada gives two examples in its EVAP questions and answers (question 13):

In Transport Canada's words: "The eligibility assessment submission date determines the applicable incentive level, not the vehicle delivery date."

3. Which Teslas qualify

To qualify, the final transaction value must be $50,000 or less, and the car must be made in Canada or in a country with a free-trade agreement with Canada.

4. Five steps before December 31

  1. Confirm your trim's price is under the cap. The final transaction value, not the MSRP, decides eligibility. On a Tesla, that means the Model Y RWD.
  2. Keep options in check. Paint, wheels and accessories all count toward the $50,000 limit. With a $49,990 starting price, almost any paid option can push you over.
  3. Ask your advisor when the EVAP assessment gets submitted. Only the dealership can submit it, and you'll sign a Consumer Consent Form for it. For the 2026 level, it has to go in before midnight on January 1, 2027.
  4. Get it in writing. Ask for the submission date and the incentive amount in writing. The incentive is applied to your bill of sale or lease agreement after taxes and fees.
  5. Take delivery within 90 days. A validated eligibility is valid for 90 days, so plan delivery inside that window.

FAQ

Does delivering my Tesla before January 1, 2027 lock in the $5,000 rebate?

No. Transport Canada says the amount is based on the year the dealership submits the eligibility assessment (pre-approval), not the delivery date. A car delivered in 2026 gets the 2027 level (up to $4,000) if the assessment goes in during 2027. Source: Transport Canada.

How long does a 2026 pre-approval last?

Transport Canada says a validated eligibility is good for 90 days. In its own example, an assessment submitted December 2, 2026 for a car delivered February 21, 2027 keeps the 2026 level. Source: Transport Canada.

Does the Model 3 qualify for EVAP?

No. EVAP only covers vehicles made in Canada or in a country with a free-trade agreement with Canada. Every Model 3 sold in Canada is built in Shanghai, China, so it doesn't qualify. Source: Drive Tesla Canada.

Do options and dealer fees count toward the $50,000 cap?

Yes. Transport Canada counts the MSRP, accessories, options, paint and dealership, admin and documentation fees, minus discounts. Freight and pre-delivery inspection (PDI), sales tax, one set of winter tires and a Level 2 charger are excluded. Source: Transport Canada.
